<description><![CDATA[<FONT SIZE=1>The following rule changes have been approved by the Motor Sports Council, but remain subject to final ratification by the Council on 19 September 2002.<BR>All the listed changes are required to enable the introduction of the new Junior Trials Vehicle motor sport discipline; all are intended to apply from 1 January 2003.<BR>References to "Diagram XX" apply to drawings or photographs which are not yet available, but which will appear in the <i>2003 MSA Competitors` Yearbook</i>.<BR>Any comments should be sent in writing to the appropriate MSA executive as soon as possible.</FONT>]]></description>
